WTO Ruling: Will Hong Kong be Forced to Change its Stance



There has been speculation in the Chinese press this week over whether Hong Kong will change its position on banning offshore casinos, following the recent World Trade Organisation decision regarding U.S policy. America’s stance, which mirrors that of Hong Kong, was ruled last week to be in violation of international trade agreements.

Two years ago, the Hong Kong Legislative Council passed a law that made it illegal for a Hong Kong citizen to place a bet with an offshore Internet company. This followed intensive lobbying by the Jockey Club which, with the exception of mah-jong, has a government monopoly on all gambling in the territory and takes bets on its own Internet site.

So far the government and the Jockey Club have remained silent on the ruling, provoking criticism from some sectors. Margaret Ng, the Legislative Council member representing the legal constituency, told the Chinese Standard: 'We should try and conform to the rules of the WTO.'
